NEWTON & NOSS HOUSING NEEDS SURVEY 2008

PLEASE RETURN YOUR QUESTIONNAIRE

It is anticipated that a small site will be developed within the foreseeable future but before any further progress can be made, a formal needs assessment is required. The results will clarify not only the type and number of houses needed, but also the level of affordability, e.g. is the current need for rented accommodation and/or shared equity (part owned and part rented).

A questionnaire has been delivered to each address in the Parish.  We ask everyone to complete Part 1 so please don’t think the Survey is not relevant to you.
Only those in need of accommodation need to complete Part 2.
The forms should be placed in the reply envelope and sent direct to Exeter by the end of June where the information will be analysed and held in the strictest confidence. Spare Part 2 forms are available for collection from Marchand Petit and Newton Post Office, or can be downloaded here

SPEED LIMIT IN PARSONAGE ROAD

Each day many drivers exceed the 30mph speed limit, particularly when entering Newton Ferrers at Butts Park. Early one morning in May, traffic entering and leaving the village via Parsonage Road was observed for about an hour. Speed was measured informally and
recorded at an average of 45mph in both directions. Some vehicles were travelling much
faster.

Opposite the Water Tower there is a crossing point which is used by a significant number of pedestrians each day, many of whom are children on their walk to and from school. From where they stand, their view of traffic approaching from Widey is severely restricted. Drivers approaching the crossing cannot see if a child is in the road or standing at the side waiting to cross and very recently a child narrowly escaped serious injury or worse.

Pedestrians have to cross the road at the junction – there is no safer alternative for them and we all have a responsibility to drive with care and within the 30 mph maximum speed limit.

With support from our County Councillor – William Mumford – and Neighbourhood Beat Manager – P.C. John Nolan – Devon County Council’s Highways Department is reconsidering the options for improving safety at the junction.

Because P.C. Nolan recognises the potential dangers, he will to do all he can to encourage safer driving. Speed checks will be carried out from time to time, without prior notice, and any vehicles seen exceeding the speed limit will be stopped.

Even at 30 mph 5 out of 10 pedestrians are killed,
At 40 mph 9 out of 10 pedestrians are killed, and
65% of fatal crashes occur on rural roads.

IVYBRIDGE RING & RIDE – Monday mornings fortnightly

The “Ring & Ride” bus provides a shopping service for anyone who finds normal bus services difficult to use.
The driver will collect and return you from your house and help with any shopping on your return if needed. There is a tail-lift for wheelchair users or anyone who finds the steps difficult, and the bus stops at Morrisons, Sainsburys and Plymouth City Centre.

DOG FOULING

Unfortunately it is necessary to include this unpleasant topic as complaints have been received about several areas in the Parish.

Anyone with a concern is encouraged to report names, times and places either direct to the Dog Warden at SHDC, Follaton House, Totnes, TQ9 5NE (01803 861234) or to the Parish Clerk. Photos are also helpful.

Anyone with a dog is reminded that it is an offence to allow your pet to foul in a public place or wander the streets alone.

POLICE

Telephone Scams: This involves an automated call relating to a loophole in the law with regard to debt. The call goes on for a while and then asks you to “press 5” for more details. As with many other scams, pressing 5 will probably connect you to a highly priced line for information which is likely to be untrue.
Please remember never to give out personal details and should you receive a similar call, the Police advise you to replace the receiver immediately.

 

Distraction Burglaries:  Please be on your guard and remember to check the identity of all cold callers, using door chains if fitted, until you are satisfied the caller is genuine. If you are suspicious call the Police without delay - 08452 777 444.

South West Water:  If someone knocks at your door claiming to represent South West Water, there is a special number to call if you want to check the caller’s identity.
Ring South West Water on:- 0800 169 1144.
Never use a number provided by the caller as it could be bogus.


Access by Password:  By law all utility companies have to operate a password scheme. A householder can arrange a password with the company so meter readers, workmen, etc. are only allowed access to a home if the correct password is given.
A password contact number is usually printed on the reverse of utility bills and the Police urge all vulnerable/elderly recipients to take advantage of this system.

Cash Points:  False information has been circulating via email, etc. that if you type your Pin number into an ATM machine in reverse (eg. 4321 instead of 1234) the Police will be alerted automatically that there is something wrong.
The Police advise that this information is incorrect and a hoax.

Neighbourhood Watch Scheme:   Many areas of Newton & Noss participate in the scheme but the Police are keen to encourage more.
Leaflets which explain the benefits and the Parish Council has set aside a small budget to support set-up costs.

REVIEW OF LOCAL GOVERNMENT IN DEVON

Public consultation: 7th July for 12 weeks

The Secretary of State has commissioned the Boundary Committee to carry out a review of local government in Devon.
The committee’s final recommendations will be submitted to the Secretary of State by the end of the year.

Energywatch is the independent gas/electricity watchdog which offers free and
impartial advice to consumers.
In January 2005 the Priority Service Register scheme was introduced to offer a range of
extra services to eligible consumers free of charge. Eligibility is categorised as any
domestic consumer who might be of pensionable age, or have a long-term health problem,
or a disability, or be visually or hearing impaired.

REFUSE COLLECTION SERVICES


Please note that litter bins are not waste disposal points so bags must not be left near them.  Under the Clean Neighbourhoods & Environment Act it is an offence to leave refuse bags on the street at the mercy of dogs, rats, birds, etc. Household refuse is collected fromNewton and Noss each Tuesday.
